You only need to do this, if the transcoding tools have not been installed via a package, but have been compiled by yourself!
Transcoding will not work before you set the correct paths within the VIMP backend configuration.
Login as an administrator and go to Administration -> Configuration -> Transcoder
and enter the absolute paths to the transcoding tools:

Without setting the correct paths transcoding will not work.
